Whereas, the stimulus dollars, do just the opposite, as the more free dollars they give, the more you have to pay tax to pay for the so-called ‘free dollars’!  It is actually a sinful deed.

Just as like children we are, we want everything done ‘right now’!  So we sell state bonds and pay high interest on said bonds, and that causes higher taxes.  We are far wiser for example not to sell bonds, for example the Water Levies, instead just add a penny tax of each gallon of water sold in the state and you are not paying interest on the water, however you have taken the penny out of the economy.  If you multiply that penny by every gallon of water that is consumed in this state, you will have millions and millions of dollars.

We need to know how many gallons of water the State of California uses each day or each year.  With that daily amount we can do all the water reclamation needed without selling bonds and paying interest.

Furthermore, every water district in the State of California has a bureaucracy and you would be overwhelmed to read the high salaries, the benefits, the vacations, the conventions in Hawaii, and about the millions and millions of your dollars that are wasted!

And now the water districts state-wide are all union, and all want raises and the State Water Districts are broke.  The pipes in the ground average somewhere around one hundred years old, they break, they leak and they are rusty. The lifetime on most all of our pipes have expired!  It is ironic to think that we have many miles of pipe that were put in almost one hundred years ago and they are iron, they are rusting and they are leaking.  The bureaucracy looks at this as ‘look at all the dollars saved by not replacing them sooner.  Rather than, looking at all the water that is wasted from our leaking system, from boarder to boarder.  And because of the bureaucracy in every water district, we now have numerous water districts in the State of California. Everybody wants to have a piece of the dollars!

As your Governor, I would put the state water in the Emergency Package.  For example, the State has the largest agriculture of fruit and vegetables in the country, but due to the lack of water, that industry in dwindling.  Many thousands and thousands of jobs are being lost in agriculture, due to loss of water! Under the State of Emergency.

I would have all water districts put into one municipality, that all men and all entities of the State deserve and will be served a fair and equal share of the States Water to eliminate the bureaucracies that are controlling the water, that would be pad the average salary of the state private sector, and under State Law could never strike, or slow down, or hold back, water to any member or part of the State.

The new State Water Districts would be rewarded in such a way, that the less the employees, the higher the pay, and the more employees, the less the pay. We need language in this new State Water Department stating that in every way it will encourage these Water Districts to not become a bureaucracy.  Now for the Water Districts that now exist, they would come under this Emergency Act and their pay would now be the same as the average private sector pay. It would also eliminate all unnecessary management and employees.
