The homeless is divided into 3 categories.  One-third are mentally ill, and half of them could be doing tasks that will keep them busy.  Another one-third are alcoholics and/or addicted to drugs.  The remaining one-third, sadly, because it is a free easy life. They have all the qualities and wherewithal, physically and mentally, but they lack determination, fortitude and self-pride.

All of our downtown areas throughout California have become a playground for the homeless.  I am going to do my best to put at least one-third of them back to work and rid our downtown areas of street sweepers.  They will be issued a 5 gallon drum with wheels and a handle, orange safety cones and a broom and shovel as well as an official Captains hat, clean coveralls with a badge.  If they will keep our streets and sidewalks clean they will receive a ticket for a free breakfast at the local restaurant.  We will ask the restaurants to work with us in praising said person for their effort, determination and their cleanliness.

We all perform on self-esteem and rewards.  We would also ask the store owners and managers to go outside and praise them for their good works.  We could also have painters painting the curbs and lines with safety cones and safety helmets.  And for a good days work one should also have a chit for supper and chit for a hotel, boarding house, or motel.  The establishment’s management would be asked to go outside and praise them for the good work they have done as well as time off to apply for a job and be able to use the State as a reference.  And for those who cannot cut the mustard within in a reasonable length of time to keep the street and the sidewalks clean they will be asked to leave said city.

The homeless that are on drugs and alcohol will be given encouragement and the opportunity to attend a 12-Step program to overcome their weaknesses and to gain determination, fortitude and pride to be able to overcome the weaknesses for there is nothing stronger than the human mind if directed in the proper way, especially through your Creator.  And for the remaining one-third, which are the ones who have no desire to dress properly, wash or comb their hair, will comply with one or all of these applications.  They will be asked to attend the same classes and if they still refuse to comply to human dignity, human goodness, human pride and righteousness they will also be asked to leave the city.

We have always had the poor and we will always have the poor for all of the reasons above.  But I assure you that there will always be enough food if leadership does their job.  Even the sparrows can find food. Another endeavor is for those who can work, but will not, we will lead them to the orchards to pick and prune fruit so that they will have their own self-esteem and net worth.
