If you are not a citizen of the U.S.A. you must have a Green Card to be in the State of California.  You will have (3) months to obtain a Green Card.

Apply at any Credit Card Company such as Master Card, Visa, or Discover, Bank or Government office.  The Green Card must have your picture and thumb and fingerprints.  You must complete an application and answer all questions completely and you will have a Green Card.

You will pay any charges or fees for your Green Card and the research to validate the information. Only the truth will be accepted.

POSITIVE POINTS SYSTEM

The Green Card will be able to keep track of your points.  The Green Card holder will be awarded points for things like being employed and working, no traffic tickets, no jail time (jail time = negative points), your children doing their homework, your children not fighting at school, honor students, for having a business (the more employees the more points).  The Green Card holder must earn 100 points in order to be able to Apply for Citizenship.

My proposal for Border Control is not to keep the good people out but to control the number in and the quality of the person.  Some Green Card holders will be asked to leave if they have too many negative points. They could be replaced by new applicants who have no negative points.   If we don’t have immigration our population will drop and so will the economy.  We always need a positive growth to keep a good economy.  (See Green Card)
